Apple's built-in smartcard support should be sufficient to access military webmail (it is for us) if your using Safari or the latest Chrome. There appears to be an issue with 10.13.4 and the Centrify Express smartcard support which could be interfering. Do you get prompted for a certificate when you try to connect? If so, make sure you are using the correct certificate (e-mail for us). Also, if it is the e-mail cert, you may be prompted repeatedly for it because at least our e-mail certificates have a "PINAlways" requirement, which means every time the webmail server accesses the certificate it must ask for the PIN again.
