You're posting in the Express forum, Access Manager is part of the commercial version, you should have the ability to open a support ticket.
How are you installing Access Manager? The message indicates that it may be missing the SQL Compact Edition version installed with that console (typically used for migrations for sudoers, imports, etc), a core component of AM.
Ideally you should be working with a Centrify SME (presales, post-sales), otherwise, you are on your own, you should be using the Suite 2016.1 autorun installer or the Setup program under /DirectManage.
Ideally you're working with a current Microsoft OS (Win8/Windows2012 and up) 64 bit.
My advice. Open a ticket or run setup again and use the Repair option.
