Sorry for the delay in response. As you are in MacOS 10.12, it was found that Apple dropped the SystemCACertificates keychain in this version. You will need to download the DoD certificates from below website:

https://militarycac.com/macnotes.htm

After downloading the DoD certificates, please load them into System KeyChain and retry the processes. For more information, please find the below thread:
